Yes, Stable Diffusion runs genuinely offline — no internet required after initial setup. No license servers, no telemetry, no cloud dependency. But "after initial setup" is doing some work in that sentence. You need internet to download the frontend (~10 GB), models (2–7 GB each), and Python dependencies. Once that's done, you can disconnect permanently.
What Makes It Work (Actually)
The claim checks out. Once you've installed a frontend like Forge or Fooocus and downloaded at least one model, the entire pipeline runs on your hardware with zero network calls. I've verified this — you can literally pull the ethernet cable and generation works identically.
There's no license server. No activation check. No "phone home on startup." The models are static files sitting on your drive. The frontend is a local web server running on localhost:7860. Your browser talks to your own machine and nothing else.
In practice, this matters for three specific groups: people in restricted network environments, people who want verified privacy (no data exfiltration possible if there's no connection), and people who want a setup that works identically whether they're online or in airplane mode.

The Best Way to Do It with Stable Diffusion
Download everything while you have internet. This is the only step that requires a connection. Grab your frontend (Forge recommended), at least one model (Juggernaut XL v9 for photorealistic, DreamShaper XL for versatile), and any LoRAs or extensions you want.
Run the first launch online. Forge's first launch downloads Python dependencies automatically (~5 GB). Let this complete before going offline. If you skip this step and try to launch offline, it'll fail looking for packages.
Test offline generation. Disconnect from the internet and generate an image. If it works, your offline setup is complete. Everything from this point forward runs without any network access.
Pre-download models for variety. Each model is a separate
.safetensorsfile (2–7 GB). Download several while online — you can't add new models once you're offline. Having 3–4 models covers most use cases.Archive your setup. Copy your entire Forge/Fooocus folder to a backup drive. If something breaks later, you can restore the working offline setup without needing internet again.
The Honest Downsides
Initial setup isn't offline. You need a solid internet connection to download 10–20 GB of files. In restricted environments, this means you need to prepare the setup on an unrestricted machine and transfer it via USB or external drive.
No model updates without internet. The AI model landscape moves fast — new models, new LoRAs, new techniques appear weekly. An offline setup is frozen in time. In practice, this matters less than it sounds — a good SDXL model from today will still produce great results in six months.
